Isle of Rum

A tourist wonders

The Isle of Rum is blessed with some of the most spectacular scenery, a spectacular castle and deer a plenty.  SNH who run the whole island are looking to create a community and give the island back to the residents.  In this day and age is it possible for community to be created when the farmland is all poor and the only local industry is tourism and deer stalking?  How can an economically viable community be created?  Also who are the local residents?
